How do you treat units that are sealed and full?

The work is mostly around them - monitoring the perimeter and common areas, and proofing the building so nothing gets in. Where activity is found in or near a unit we deal with it directly, coordinating access with you and the customer.

Can proofing really keep rodents out of a large facility?

It is the single most effective thing. Rodents get in through a finite set of gaps - service penetrations, roller-door seals, roofline and wall gaps. Finding and closing those, then monitoring, is what stops the recurring problem rather than just knocking numbers down.
